This wheel makes a fine caster. It may also be used in a holonomic drive design like a PPRK.

This is the popular 4cm omni-directional wheel with nylon rollers from North American Roller Products. They were used on the original Carnegie Mellon PPRK. Use it on a Palm Pilot Robot, or a creation of your own.
