The Packet:

0		1		2		3		4
address		3		cmdPAD_INPUT		MSG		SPX

MSG -	Input message ID.  Range is 0-127.
SPX -	Index of scratch pad byte.

Description:

This command initiates reflexes.  It initiates the reflex corresponding to the given input ID and passes along a 1 byte parameter to that reflex.  The byte parameter comes from the global RAM scratch pad.
